Gerrit Error: does not identify a registered user or group

We have a problem with a particular user when trying to add them as a code reviewer.
They can view clone and perform all other operations, but when trying to add them as a reviewer: We start typing their name, name appears, but when clicking add we see the error "does not identify a registered user or group".

I think it may be due to a duplicate email address in the database. The user has two accounts, I think die to historically using openID in the past before switching to LDAP.
I can see one duplicate in the account_external_ids table. I've deleted it but still have the same issue. I have now found it in the preferred_email table also. I'll try deleting this too.
Could anyone comment on whether it is safe to manually delete these rows direct from the database please?

Should be okay, but depending on your Gerrit version you may need to reindex the account afterwards.
