notify filter is:owner is:reviewer

Hi,

can one guide on how to setup email notification in All-Project project.config so that for any project we get email notifications like for any new patch set reviewer should get email and for any comment, approve/publish owner should get email.

[notify "reviewers]

  filter=is:reviewer

[notify "developer"]

  filter=is:owner

will above thing work and get inherited. 

can admin setup this by login to web ui, settings, watched project and add filter for all projects as above ?
