Can't push tags that don't point to a commit object

We are mirroring some open source gits into our internal Gerrit
instance, and ran into this problem [1] where Gerrit refuses to accept
tags that don't point to a commit object. A couple of examples of such
tags are given in the commit message of the patch I made [2] to fix it.

As a workaround, we've manually pushed the tags on the server side git,
but would prefer not to have to do that.
