Deleting a change with no patch-sets

Through some cosmic sequence of events, a user managed to publish a draft and delete a draft in such a way that the change no longer has any patch-sets, but is still visible. So it still shows up in his Gerrit main page as an open change, but cannot be accessed from the web UI, and cannot be deleted from a command line either (no patch-sets to delete).

Things I've tried doing:
1. Pushed a dummy patch-set where the Change-Id is set to the Change-Id of the CL in question.
2. Set the STATUS column of the change in the CHANGES table to 'A'
3. Changed the OWNER_ACCOUNT_ID column of the change to myself.
4. Manually added an entry to the PATCH_SETS table with the CL's change number.

I ran flush-caches after each step, and it still shows up in the user's CL list.

Is there a safe way to nuke a change from orbit?
