unable to register email of different domain if sendemail.allowrcpt is set

Hi,

It seems that if sendmail.allowrcpt is set (for ex.- example.org) and if
developer register with different domain email id (for ex.- @gmail.com)
then gerrit doesn't allow registration.

I'm not sure but it seems that gerrit tries to send mail to email id
(ex.- gmail), but it fails to send since sendemail.allowrcpt set (ex. to
example.org), which results in failure of registration. Is that BUG? Is
there way to send two mails (for registration) one to user and another
to Admins ? that way it can be possible for either one to confirm email id.

We have set sendemail.allowrcpt to avoid mail notification send out to
other than organization mail domain.

This is working as designed.  The allowRcpt setting is effective for all outgoing emails.
