[ANNOUNCE] Gerrit API jars SNAPSHOTs available on Sonatype

Dear Gerrit Community,

I am pleased to announce that from now on all the Gerrit API SNAPSHOTs builds generated by the Gerrit CI (gerrit-ci.gerritforge.com) are published to Sonatype's Snapshot Maven repository (https://oss.sonatype.org/content/repositories/snapshots/com/google/gerrit/gerrit-plugin-api/).

What does this mean?

In a nutshell, allows plugins' developers to use a standalone build even when developing against a non-released version of Gerrit (e.g. Master or Stable-2.14).

You don't have to clone anymore the entire Gerrit repo and do a local build: just refer to the Sonatype's repository in your dependencies.

Hope this would help everyone writing and building plugins :-)
