Change number increments faster with 2.15/NoteDb

Hi,

I've just noticed that using 2.15.1 (with NoteDb) causes the number of new changes created to be incremented with more than one. Just reproduced on a clean new 2.15.1 Docker container, the first change is 1, the next change I create is 21.
Couldn't find anyone else reporting/asking about this and it's not mentioned in the release notes on the URL schema changes.

(Before, looking at the change number gave an indication how many changes have passed on a site.)

Is this intentional?

It's intentional. You can tweak this by setting notedb.changes.sequenceBatchSize in gerrit.config.
This parameter is not documented yet, but it's exactly the same as notedb.accounts.sequenceBatchSize [1], only that it applies for change sequences and that the default value is 20.

Why is it set at 20 by default?
