Migrate plugins to plugins-stable-2.14 in the forge

Hi,

With 2.14 being out, could the plugins be migrated to plugins-stable-2.14 ?

Speaking for me

• delete-project
• events-log
• its-base
• its-jira
• lfs
• reviewers
• slack-integration

I am going to draft a refactoring of the CI scripts that will allow to de-couple the plugin branch and gerrit branch.
