Hi,
With gerrit 2.13.1, when I setup a new installation with the --dev flag, it seems that the server is not able to accept reviews until the admin user has connected to the web ui (Become > Administrator).
This was not the case in gerrit 2.12. Is that a accidental change or a desired one?
