patchset-created and draft-published are never called in Gerrit 2.14.6

Hi All,

We have a new server implementation version 2.14.6, we have hook plugin installed and gerrit config file point to the hooks path.
ref-updated hook is working but  patchset-created and draft-published are not.

Please advise and help to solve this issue.

Do We need to do the below in gerrit config :


[hooks]
        patchsetCreatedHook = patchset-created
        commitReceived = commit-received
        changeMergedHook = change-merged

current setting
