Can not change Global Capabilities of All-Projects

I use SELS11 with gerrit 2.8.4 and java 1.7

I login via LDAP as a user which is Member of Group Administrators
I can add Groups an Projects

But I get an error when I want to change Global Capabilities of All-Projects.
The ErrorMessage when i press button save is:
