groovy-provider plugin bazel build error - no such package '@groovy//jar'

can't find the dependency, so how to configure this in bazel?

$ git clone --recursive https://gerrit.googlesource.com/gerrit

$ git checkout v2.14-rc0

$ git git submodule update --recursive

$ git clone https://gerrit.googlesource.com/plugins/scripting/groovy-provider plugins/groovy-provider

$ bazel build plugins/groovy-provider:groovy-provider

ERROR: /workspace/gerrit/plugins/groovy-provider/BUILD:3:1: no such package '@groovy//jar': error loading package 'external': The repository named 'groovy' could not be resolved and referenced by '//plugins/groovy-provider:groovy-provider__plugin'.

Builds instructions should be in the README IMHO, not in the internally runtime documentation ;-)
