Its-jira commentLink should be checked only for commit message

Hi All,

I have configured its-jira in my gerrit project. Currently the match set for commentLink is ([0-9A-Z]+-[0-9]+), with a html url.

I want the html url to work only for the commit message. Whereas, the match is checked (and the url conversion is happened) throughout the code-review page wherever the regular expression is  found.
