Right click Start > Command prompt (Admin)
mountvol B: /s
Type

Then
cd efi\Android
Then copy over your edited grub.cfg
copy C:\Users\YouruserName\Downloads\grub.cfg grub.cfg
Path should be where the grub.cfg file is stored. And make sure the extensions are visible.
Now hit restart holding shift. Choose from drive select AndroidOs.
You should boot into PhoenixOS
IMPORTANT NOTE: Windows can't access ext partitions by default, you need to install ext2fsd.
