Volume License Agreements & the MRR program

Years ago, I was able to find supporting documentation (directly from Microsoft) on how/why an end-user with a Volume License agreement would need to have a MRR COA and an underlying OS pre-installed in order to actually utilize their volume license agreement.  Unfortunately, I find no such documentation on anything I can find on the MRR site, nor elsewhere on the web.

 

I guess what I'm asking is this - has Microsoft changed the rules (quietly) where we don't necessarily need to pre-install Windows for a customer to use their Volume License agreement?

 

I need something from Microsoft - a link to a specific website owned by Microsoft - something legit, not just someone's opinion.

 

Any help would be greatly appreciated.  If I'm adding costs for no apparent reason, I ought to stop that nonsense in 2017 :)
