Does a refurbished computer with Windows 10 on it need to be sold with a key, or can the end user activate it on their own later?

Hi Thomas,
According to the 2018 RRP agreement, each customer must use the Product Key on the COA to activate the Refurbished PC.
https://www.msregrefurb.com/RRPSite/Templates/RR_ProgramAgreement_2017-08_en.pdf
Find the language on that on p. 7.

Another related question, where can refurbishers get non-citizenship licences?
