protected-restart, was this feature ever implemented?

I see on some older threads and on github discussion of this feature, which would prevent a rebooted master from propogating empty state to the slaves.

I can't see any documentation relating too it, and I'm wondering is this situation now handled at all -  or in a different way?

Any ideas, much appreciated.
