where do i apply the summoner's spell evolution surge onto the eidolon?

It should be under the same tab for other spell adjustments. It is possible that they don't have the spell fully implimented yet. There are still several spells that you can't use properly yet with hero lab and have to make adjustments under manually instead of just selecting the spell effect.
