American Hawaii did not have a casino on the Constitution and I assume that the
Independence is the same. Probably something to do with the fact that they
spend so much time in US waters.

Windjammer, Alaska Sightseeing Cruise West, American Hawaii, Delta
Steamship, Disney, & American Paddlewheel are cruise lines that do not
offer any casinos

You could consider Canadian Empress, a small (68 passenger) ship sailing
the upper St. Lawrence River but it's not likely what you have in mind.
Might want to consider a 7-night cruise to Bermuda. The slots would be
available the first two and the last two nights but would be closed
while the ship was in Bermuda - on a Saturday sailing typically noon
Monday to about 3:30PM Thursday (depending on vessel's speed).

Yes, Hapag-Lloyd's 420-passenger COLUMBUS, now cruising on the Great Lakes
until October does not have a casino. There are a few other ships like that as
well.

used to be. 14-day Alaska and Latin America cruises. Summer season is May
to September. Latin America is end of December to Feb. Other months ship is
used as a college ship. No Latin America cruise in '98/99 but there will be
