KG4LEG new jammer in tampa bay on 146.640 N9EE wide area repeater

the ron wright N9EE 146.640 repeater in tampa bay florida is home to a
new jammer, he proudly says his call KG4LEG AKA coy roy on CB

roy will pick fights with other amateurs.
roy will key up and cary on an imaginary "full duplex" conversation
with suposid CB'ers on channel 35.
he claims he has lots of friends on cb that are listening to him on
146.640 while they are talking back to him on CB ch 35. (that is total
BS) hes just doing it to agitate the normal folk on 640. several
people heard him keying up on CB 35 while claiming to talk full duplex
on ham, wich would not be effective to talk to cbers anyway.
(basically roy is lieing about his intentions.)
he also will ramble on and on to himself that there are people making
death threats against him. he also claims a guy named dickie or dicky
hendricson or hendrickson is a child molester, and goes into deatail
over the air what this dicky had suposidly done to childeren (fairly
graphic and not apropriate)
in other times he will say this hendricson is his friend. one amateur
don KG4COQ tried to nicely get roy to change to another repeater and
wanted to talk to roy about the guys that roy is talking about on that
other repeater. roy turns it all around and says roy doesnot need any
help with these people that are after him, but if anyone wanted to
help, they could send roy cash. (roy said that several times)
when don continued nicely to try to get roy to change repeaters, roy
twisted around this words and accused the don of wanting to meet up
with him to start a fight, but don didnot say anything like that, then
roy accused don of wanting to meet up with roy for some homosexual
encounter, wich again don NEVER said anything about. roy has also
commented about having been in the marines out in california,
something about a "jar head" flight wing kind of position, but didnot
go into detail about why hes out. he claims hes retired and wants to
stay that way. roy also was throwing out the "im gonna sue you" to
alot of people also. he was saying people were saying bad things when
they wernt. new people would get on the repeater, and he would
initiate a conversation with them, but immideatly jump into a platform
about how hes on cb and running 200 watts, just like everyone else
does on CB. he says things over and over. if everyone leaves him
alone, he would usually key up every minite or 2 making a stupid CB
comment or CB slang.

this guy is a head case, hes off his medication and someone needs to
get him to the mental hospital :)


well the control operator is ron N9EE, he did shut the repeater off
several times, but whenever it came back up coy roy was there.

on nov the 13, coy roy was back, and ron tried to make peace with roy,
tried to pursuade him to fit in, and all has been forgotten and that
he is welcome on the repeater anytime, and ron was handleing the
situation quite well. roy did stop the agitation for several hours
after the conversation.
a day later ron tried to talk to coy roy again, and coy roy didnot
know who ron was, even tho ron had talked with him for 30 minutes the
day before, much longer than anyone else talked to coy roy, this guy
has some problems!

on 11/14/2003 KG4LEG roy said he was a tool and die maker in the
marines, not a "jar head" in the marines flight wing like he said the
day before.

coy roy also talks about another CB'er MENTAL MIKEY
other phrases he loves to use are "fag boy" "punk boy"

alot of this post is for archiving purposes in the newsgroups, so if
people down the road have a problem with him, they can search the
newsgroups and history will come up. the newsgroups are an invaluable
tool of past history.
an archive system spanning several decades, and still growing every
hour.

Isn't 146.640 the old "ZOO REPEATER" for Tampa Bay?

About 5 years back, someone created a web page featuring an extensive
collection of .wav files, taken from tape recordings of the various operators
which frequented this machine. Arguments, threats, slander, profanity, etc.
Made CB Channel 19 sound like a Sunday School picnic.

Can't remember the site creator's name or call, but I believe he was in
Lakeland. Pretty sure this was the repeater in question, though.

Anyone else remember this?

WHO CARES! I'm 90 miles from the Tampa Bay area and don't use 2 meters
anyway. Since you cross posted to many groups, you must figure that people
even in the far reaches of the earth care about your local problems.

yes people would make fun of james carter then KE4CRM (pronounced
crummy)
james would go crazy when people would get him fired up, but after
many years of people jerking him, he finally listened to the other
users of the repeater when they had told him soooooo many times to
ignore the jammers and they will go away. finally he listened. now jim
doesnot give the jammers anything. they dont bother him much. one
jammer that has been on for years is "squeaky" he still tries jim
sometimes. the guy that made songs about jim is cedric, but i dont
know his last name or callsign, i have heard of the songs, some names
i remember are 640sucks (a take off of a rap song) another is
moproblems (a takeoff of the mo money mo problems song) theway (take
off of a eminem song, mentions coolaid, more about that in a bit). i
think they got played alot in 1999-2000 time line. jim carter changed
his callsign at some point to WA8JSC. one of jim carters worst
jammers, michael callanan has now taken the call KE4CRM (how about
that! the jammer took the old call of the guy he jammed) michael
callanans old call was KD4YOQ. callanan nolonger lives in the tampa
bay area, QRZ shows callanan now lives in newyork, that is if you look
up the call KE4CRM. another "crummy" jammer was a "steven f stout" or
"steve stout" now and then this steven stout guy will jam the
repeater, because from time to time someone will point out a type of
jamming as that of steven stout. stout has a criminal record also.
stout still lives in florida, i think his criminal record can be found
on the usenet by looking up his exact name in quotations. steven stout
never got a ham license, he likes radios but was not smart enough to
actually take the test. he was also an accomplice of michael callanan,
they cause all kinds of trouble when they get together, stout
considers himself a businessman, he has a website www.stevenstout.com
but it has been off line for a while now. "his saying on the main page
was "you had better check your financial books, because i think you
owe me money" stout was also associated with a group of guys that
started the site www.coldsex.com wich i think also comes up under a
usenet search that was part of a junk email someone got and posted to
the usenet. (this is just search information for the newsgroups).

this new KG4LEG guy is a real piece of work, (atleast jim wanted to
fit in with the group when people werent jerking him) this "coy roy"
guy doesnot even want to fit in, the repeater has been upside down for
5 days now! he just wont stop, no matter how much people try to get
him to fit in he wont. hes just a "mental midget" as some have called
him. he talks to himself, he jams people, accuses people of using
profanity with him, when no one did. one ham did some research on him,
claims that KG4LEG calls the belleair bluffs police quite abit
whenever people go driving buy his house, one ham had a CB expierence
with roy 4 months ago, this ham decided to pay roy a visit, all he
wanted to do was talk to roy in person, but roy called the police,
roys wife told the police that he was threating them with a hand gun,
and that got alot of heat on this particular ham, but when it was all
said and done, this ham never had a gun, and the cops finally realized
that. this morning roy was saying the "PUNK BOY" and "FAG BOY" frazes
quite a bit to anyone, he was threating people and keying over them.
numerous people have contacted the FCC, noone has said they FCC said
they would do anything about ti. RON the repeater owner has said he
has sent KG4LEG a letter stating roy must stop using the repeater, but
roy claims he wont stop unless the FCC tells him, wich we all know
will likely not happen. thats the update today.

forth on CB. kg4leg was rebroadcasting a spot on cb over the 146.640
repeater when KF4GAH was yelling at him over the CB last night

KG4LEG was given a letter from ron, N9EE stated that coy roy has been
kicked off the repeater. coy roy has been on a little less now in day
8 or 9 since his first sighting on 146.640. KF4GAH was talking about
roys situation more today, he added that coy roys wife actually sits
with coy roy and coaches him on how to piss people off.

we could also take this as a time to promote the 146.640 repeater.

i once asked him if he could donate some space on the tower for a very
small repeater, he said there was no room, and the tower is WAY
OVERCROWDED as it is. several months later ron N9EE got a new GMRS

i wasnot listening during, but i listened later, normally the jammers
dont mess with the traders net, later i didnot hear any talk about the
jammers.

HERES A KG4LEG UPDATE. 11/23/03
since ron has kicked him off, and lots of hams are ignoring KG4LEG, it
has reduced LEG to making stupid agitating comments to himself on the
repeater, or talking to himself on the repeater about the fun he had
with his wife drinking and dancing. i think he had a brief spat with
jim carter WA8JSC but it was quickly diffused. LEG has had some blow
ups, but the ammount of commotion he is causing is getting a little
less. thats your KG4LEG news update :)


another very popular net is the "FRIDAY NIGHT INFORMAL NET" run by don
KG4COQ
don does an excelent job with that net, and it often runs 2-3 hours
starting at 9PM. it is not uncommon to see 20-30 checkins, and i have
even heard him get 50+ checkins in one net.

on sunday nights we have the "SUNDAY NIGHT TRIVIA NET" 9pm run by
shannon N0JAM (or his wife sometimes) this net is extremely popular,
and i would encourage anyone that wants to get a high participation
net going, to do a trivia net. it lasts an hour, and often people wish
it would continue longer than 1 hour. the trivia questions range from
trivial pursuit card questions, to trivia that people have dug up in
various places.

and of course ron N9EE runs code practice at 9am and 7pm each day for
those wanting to further thier knowlege of code.

KG4LEG coy roy is back in action again friday night, calling everyone
names. PUNK BOY this FAG BOY that, he got so bad ron had to shut down
the repeater in the middle of DONS friday evening net! coy roy even
said N9EE/RON'S WIFE was a "2 out of 10!" WOAH! thats a low blow!
the FCC needs to do something about this guy, but we know that the FCC
mostlikely wont.

heres another update, coy roy has not been on much lately.

heres some other helpful 146.640 information for those interested in
learning more about 640.

this site has audio recordings of KG4LEG breaking up a net, so now you
all can get a listen to this idiot!

lots of fag boy/sexual comments, claims he has sex so much he gets
tired of it, says 5-6 hours a day.../drug acusations of anyone using
the repeater/

today 12/15/2003 KG4LEG was on the repeater several times trying to stir up
trouble, no one was replying to him, so he died off quick each time.
he was doing the usual "FAG BOY this/PUNK BOY that" calling several
users fags.

today! kg4leg UPDATE!

today roy spent alot of time on the output of the repeater singing
anti ron n9ee jingles, he was heard numerous times.
roy had multiple conversations with various tampa bay hams on the
output of the repeater, while the repeater was down, one of wich was
N0JAM

roy was also encouraging ron to shut the repeater down numerous times.
roy identified himself today as "KING ROY"

kg4leg had a problem with don KG4COQ today,
roy kept saying "I'M stupid roy and intelegent don"
roy kept saying it about 40 times over the hour
roy apparently has a problem with don
roy made more references to "mental mikey"
ray said lots of "punk boy and fag boy"
roy has a really bad smokers laugh wich others make fun of.
someone calls him "CAMEL" (as in cigarettes) whenever leg laughs hard
roys smokers laugh could be identified as over modulated
roy kept calling N0JAM "DON" when shannon/N0JAM was talking to others.
N0JAM kept saying roy is so confused.

we are doing some research to determine if roy has a multiple
personality disorder. certain stupid comments are made at different
times, when other unique comments are made also, possibly unique to a
personality.

Today about 10AM coy roy kept saying
"WARNING!! WARNING!! THIS IS A RESTRICTED FREQUENCY USED BY REEFER
RONALD WRIGHT AND HIS DRUG TRAFFICERS"

roy loves to say he is a former marine,
today someone asked him to sing the marine corps hymn. Roy sang it
with a lot of pride, he knew all the words. I was surprised, I did not
think he could finish it.

Ron said jokingly today to people on the repeater that he is sending
out official "your banned from using the repeater" notices to all the
regular users, he said they are suitable for framing and if you are
not 100% satisfied he will include a 100% money back guarantee

conversation with KG4LEG.
While I realize that a lot of us (including myself) cannot resist the
firing off of a few salvos of insults to this guy,We as a group
represent the Greatest coverage repeater in Tampa Bay and should be
able to look past KG4LEG and move on.
This Guy is perhaps the only jammer that I have heard give his true
name and callsign.We should be able to work with that and this should
allow us to see his dismissal from Ham radio.
Great efforts are being made to record this jerk with several people
doing the recording.These recordings will be sent to the F.C.C. as
soon as possible.
I normally don't "label" people ,however, This guy is stupid and has
invited us to get him off the air.

Hopefully this helps all of you in writing the F.C.C. and we can get
him off the air. While it is a terrible thing to try to get a licensed
operator off the air,This is the exception.This man shows NO respect
to any operators that use the 146.640,N9EE Repeater and in fact makes
all of the users and all of the 2 meter band look bad. This repeater
has been the butt of many jokes in the past due to the jammers and
other things going on...We need to make a statement to the Ham
community that this type of operator WILL NOT AND SHOULD NOT BE
TOLERATED BY ANY REPEATERS' USERS. I ask all to help in the effort. If
all of the approx. 200 operators who use this machine,email the F.C.C.
we all who use 2 meters will be well on our way to making 2 meters
respected in the Bay Area again.
And what about the hundreds of scanner users in the Bay Area ?....What
does this type of activity say to them about Ham radio ?

ok folks we have some information that was verified by one of the
locals on one of the VA's websites.

the format is what coy roy KG4LEG likes to say, followed by what coy
roy's file says......can you say, BUSTED!!!


1.ROY- i never signed my DD214
VA- DD214 was signed

2.ROY- i was in vietnam
i did undercover operations in vietnam
VA- NO OVERSEAS SERVICE

3.ROY in the marines i was a tool and die maker
i was an aircraft mechanic
i did undercover operations in vietnam
VA- roys MOS 67A10 (avation)

4. ROY- i was a colnel
VA- PFC

5. ROY- i was honorably discharged
VA- TRUE (says permanent discharge)

6. ROY- i get 6000 a month for a pension
VA- about 1800 a month (yeah mabe 6K a month for a colnel)

VA- went into service in 1972

everyone, saying roys not bothering anyone and we need to leave them

KG4LEG was visited by the fcc today!!!
KA4GAH was visited first, then after talking to the fcc, the fcc went
to COY ROYS HOUSE!!!!!

one FCC person was from tampa, the other came down from virginia.
roy was issued a letter of some kind, and had it explained to him.
it is suspected that the fcc told him to stay off the 146.640 N9EE
repeater
roy was heard earlier today having a civil conversation on the 145.330
repeater
mabe he will stay off the 146.640 now!

it is really rare that the FCC actually makes a visit like that,
someone must have pulled some strings.........
for years the jammers have plagued 146.640 and the FCC has not dne
anything about it

QRZ.com because I am talking to you or have talked to you, or maybe
you just heard my call sign. In any case, hello!
I am located in Pasco County, Florida on Florida's west coast. I am
the Pasco County Skywarn Coordinator - you can normally catch my nets
whenever there is severe weather in Pasco on the 146.640 machine or
442.650 machine with a PL of 100Hz. I have a a weekly net at 8:30 PM
EST as well on those frequencies.

I have extensive background in the field of emergency communications
as well as fire, EMS and police experience. My life has been focused
on "emergency" services since I was 14 years old and started as a
Clearwater Police Explorer -I have not left that field since.

I currently run two companies here locally in Pasco, Citicom which is
a local Internet provider. You can visit us there at

RE: Amateur Radio repeater N9EE

Dear Messrs. Seitz and Wright:

This is in response to the September 25, 2000 complaint that the N9EE
repeater on 146.64/04 MHz, located in Holiday, Florida, is causing
interference to repeater K4UCF, operated by the University of Central
Florida Amateur Radio club in the Orlando area. We have reviewed the
complaint and the response to the complaint. Both the complaint and
the response to it were very articulate and detailed, and we
appreciate the time the parties devoted to providing us with the
information needed to resolve this matter.

Section 97.205 of the Commission's rules states that where there is
interference between a coordinated repeater and an uncoordinated
repeater, "the licensee of the uncoordinated repeater has primary
responsibility resolve the interference." In this matter, it appears
that the Florida Repeater Council has coordinated both repeaters and
that the great height of N9EE was not a factor in the coordination. As
a result, no enforcement action is warranted at this time.

It appears that the use of PL tones and a change in antenna pattern
may alleviate the interference situation. We note that the Florida
Repeater Council policy on interference, according to their web site,
states that "If both systems are coordinated, the FRC will determine
who bears the primary responsibility for correcting the interference"
(see Section 16(b), Coordination Policy.)

The Commission expects the Florida Repeater Council to make such a
determination and expects the parties to work together to determine
whether such remedies will solve the interference problem. Please
notify us if you are unable to obtain such a determination.

Hello all, from KG4COQ
The 64 machine has returned back on the air.
Within the next few days several new control operators will be chosen
by Ron ,N9EE to control operation of the repeater if the event of
jammers and will help maintain the repeaters control in case Ron is
not available.
I personally ask you all that if a jammer is active on this machine
PLEASE, DO NOT TALK TO THEM OR TALK ABOUT THEM . If they do not have a
audience, most go away....
The repeater is being watched by F.C.C. very closely so remember to
use your call every 10 minutes and watch your language and do not talk
to the jammers.

newest updates recap
FCC has brought up charges against KG4YZZ for giving out kg4legs
personal information, in particular, giving out coy roy's social
security number, and giving out roys information from pinellas countys
tax records website.

also being investigated is ronald wright N9EE for allowing this
traffic over his repeater without shutting it down. possible action
against ron may be taken, the fcc has requested ron to voluntarilary
shut the repeater down indefinately.

DON KG4COQ has sent an email to all 146.640 users to ask them to write
the FCC F.C.C to protest the actions against KG4YZZ and N9EE.

it appears many voices have been heard at the fcc, it appears the
situation with ron may have been resolved, and the situation with
KG4YZZ may have been resolved without charges filed. this is not
totally confirmed. in addition to this statement the 146.640 repeater
is back on the air with several changes. ronald wright has now given
several frequent users "control operator" status and access to
repeater controller codes. thwe new control op's that i have
identified are.... KG4COQ don, KG4YZZ sean, and seans lfe partner..
KG4YZY david, there may be others, they are still looking for 1 or 2
more control ops.
it has been discussed that KA3YAE may volunteer to be a control op,
YAE's only objection is that he only has a handheld that does DTMF.
the repeater is now only on when control op's are present, so it is
usually shut off by YZZ around 1am and turned back on around 4-5 am by

since the FCC visit, coy roy has been heard on the 145.330 (land o
lakes) repeater, he has been heard having a civil conversation there,
but has also been heard on the (bay pines VA) repeater 147.360 and
they shut it off immediately.

Hello,
If you are reading this then you have either talked to me or heard me
or my callsign somewhere, in any case thanks for looking me up. I am
15 years old and originally from New Jersey moved to Florida about 5
years ago. I have been a ham radio operator for almost 3 years now and
love every minute of it! I am a Sophomore at Sprinsgtead High School
and I am also the president of the Springstead High School Radio Club
KG4VJS. I am in Air Force Junior ROTC and am also in Civil Air Patrol
{I have been in CAP for almost 5 years and am a C/2Lt} I enjoy CW,
Contesting, DXing, Ragchewing and Emergency Communications {am a
member of ARES/RACES/SKYWARN} My future goals are to get my code
skills up to about 35WPM, attend and graduate from the Air Force

I am currently a sophmore in college at Pasco-Hernando Community
college and I am majoring in Aeronautical Science/Professional Pilot
and Missionary Aviation and I have a minor in Pychology.
I am a member of the Civil Air Patrol(CAP) and I am a CAP
communicator(Florida CAP 850). I have been in CAP for almost 4 years
now and I love it.

I love to fly aircraft and I am a current student pilot for Powered,
non-powered, and Ultra-Light aircraft.

I am usually on the 442.650 repeater located in New Port Richey
Florida or the 146.6400 repeater located in Holiday Florida.

My shack has: FT-50R Portable 5 watts, a VX-7R Black Portable 5 watts,
and Icom 706MKIIG.

I am the founder and President of my College club at Pasco Hernando
Community College. We will hold our first meetings and start
fundraising for some equipment.

I am new to the wonderful world of HAM radio and I look forward to
learning code and studying for my General and Extra class licence. I

I can be found on the B.F.O.(Blessings For Obedience) Missionary net
on Sunday evenings, 21:00 - 00:00 UTC on 21.330 MHz usb. If you are in
the Tampa Bay area I can usually be found on two meter repeater
operation during working hours at 146.640 MHz - 600. I can sometimes
be found on 28.375 MHz usb in the evenings after 10:00. After a visit
to the mission field, I realized that communication was a problem,
mainly because of the scarcity of telephones in the mountainous region
I was visiting. My Dad (WB4TRR) has been an Amateur Radio operator
since 1970 and I grew up watching him talk to people all over the
world. I had often thought of following his footsteps but always
lacked the motivation to study for licensing, until now. With the
possibility of going into the Mission Field long term, this was my
answer. A little bit of hard work was all it took and six months later
I had my General class license (KF4YBT). I fell in love with the hobby
and 1 year later I earned my Extra class ticket(AF4PA).I am now taking
part in a net that provides phone patches, encouragement and prayer
for those who have left houses and land for the Gospel&#8217;s sake.
Having grown up around Ham Radio I would have never thought it could
be used for God. My oldest Brother who is one of my best friends is
also an Amateur Extra, Gene Parker (AF4BX) He loves Morse code and was
a great Elmer in my successfully achieving 20 WPM, TNX Gene. My Wife
Michelle Recently earned a Technician Plus Ticket (KG4EKT) and I am
looking forward to seeing her upgrade to Extra. I have also been
active with the Florida Guard since August of 2002. We are a no Profit
Organization that centers around community service, emergency response
and disaster preparedness. In some States the State Guard is an

2003 I pased my extra test on 8/24/03. I spend most of my time on 2

Biography Info:

My old call sign was KG4HPM. I have combined two of my favorite
hobbies,motorcycles and ham radio. The bike is a 1994 Honda GL1500A
(what I like to call 'my fat old gesser motorcycle') with an Icom
706MKIIG integrated into the audio system of the bike. I used a
Kennedy Technology's interface and J&M headsets to make it all work,
hands on handlebars, as the existing audio does.There are four
antennaes, one for AM/FM radio, one for CB, another one for 2
meter/440 (Comet HP32), and the biggest one for HF (Hamsticks mounted
with quick disconnect). Most of my motorcycle friends think the bike
looks like a porcupine. Since I make a living doing pest control, I
just remind them this bike belongs to the bugman, hence it should have
many antennas. I'm currently a member of ARRL, SPARC, MARC, GWRRA, and
IBA. So many acronym's and so little time.

today was the traders net

the day started off with kf4rte bitching about every day events,
again!!

someone keyed a mic and it had the click that was just like kg4leg, no
call was given. is he back or still sandbaging?

don kg4coq put up a antenna today and it is not working, he had 2
friends come over to help and wasted their time. he is trying to get
into a pasco 440 repeater of kg4yzy so he can talk to his good budys
on that repeater. the antenna was a 440 5 element beam that is not
tuned for ham., don kg4coq got told by k4sx n9ee ka1wbe that he needs
to use better coax, get a better antenna tuned for ham. durring the
conversation they discovered that don does not solder coax connectors,
don just gets to the copper in the cable, threads on the pl259
connector (no solder). don kg4coq has been doing this for all his
radio hobby years. they told him this may work on the cb band but not
uhf ham.

Shoen likes to run nets, but he has several issues with doing so,
1. Shoen rushes check-ins
2. when people have a problem, they ask and he may say, i dont know...
do we have any more checkins please? when he should say something
like, i dont know, but maybe someone else out there does......

recently he has stepped down from the tech net to focus on schooling,
and KG4WLI has steped up to the plate, WLI is very good at running the
tech net, answers lots of questions and encourages people. last monday
tech net, YMB got on at the end and started telling WLI what all he
did wrong with the net, in particular that WLI must give thanks to ron
for the use of the repeater, YMB went on and on about giving thanks,
almost like he was saying that WLI needs to brown nose ron. finally
YMB said to WLI that he was going to start recording the net to make
sure that WLI was doing it correctly. TALK ABOUT A SLAP IN THE FACE!!!
WLI didnot deserve any of that!!! HE DID A GREAT JOB!!

now YMB is running the trasders net on saturday night, hopefully he
does better.

there appears to be a band opening today.
this evening we have heard stations in orlando on portables, A
dunellon person on a mobile, a station near gainsville. lots of people
comming in to the repeater.

i have not heard DON KG4COQ lately, atleast several days. that is
quite unusual, as he is often on for 3/4 of a day either in his
car,taxi cab or home.

Returned home tonight from 6 day hospital stay.

Those of you on the 64 repeater will be glad to learn that I am back
and ready to take over my duties of coordinating the events for the
N9EE,146.640 Repeater.So you guys be ready !!!! lol lol..

Dont know if the operation to place the stents in my heart will be
successful but time will tell.

don kg4coq also had his friday night TGIF net, don is feeling better,
but still sounds a little tired, he had 40+ checkins friday night.
several jammers were heard, one was calling for crummy and referencing
the old days of jim carter the jammer was also identifying himself
with jim carters current callsign WA8JSC, i think it was mike callanan
who's callsign is KE4CRM, mikes former callsign was KD4YOQ. i heard
alot of new callsigns friday night, not particularly new to radio,
just ones i have not heard before. its really interesting how the
146.640 repeater always has alot of people as regulars at any one
week. alot of people that have been around awhile were scared off by
the recent KG4LEG jamming, they all went the the 145.330 repeater, but
any way some new people have filled in the gap, the repeater is just
as busy, it just has new people on itusing it alot.

Hey Guys,

Just a note to let you all know about the next 146.640 Repeater Group
Picnic...

It will be held the 2nd weekend of March (March 13,2004) at 10:00 AM
at Starkey Park in New Port Richey.We will also be holding our first
"64 Chili Cook-off" as well. Judging Starts at noon...

We will be looking for the best chili in Tampa Bay.Awards will be
given out for the best tasting chili and WINNERS WILL ALSO HAVE A
YEARS WORTH OF BRAGGING RIGHTS.

We also will be serving the regular standard picnic foods as well. Any
Chili needs to be premade at home and brought to the event ready to
eat...

As always we ask that you bring some sort of food to share with the
group.Please get with me and let me know what foods you will be
bringing to the picnic and if you dont know ... I can suggest
something of need...

We will need things like ice chests,ice,sodas,hamburger,hotdogs,buns
for all,chips,charcoal and fluid,potato salads,mac salads,plastic
spoons,forks,and knifes,plates,cups,condiments and the rest...Also if
you have any portable gas burners ,we will need those as well.

I will be repeating this message in a few weeks to remind
everyone...So get your favorite chili recipe ready !!!

group email list, here it is...My name is Ed Roberts, W9PXL, here in
St Pete. I work at the Lighthouse Crossing RadioShack at 38th ave and
Tyrone Blvd.

Last year my buddy (N4OJ) and I decided to start having a
swapmeet/tailgate/hamfest thing here in front of the store. The first
one was held last October and it went real well. I am pleased to
announce the second one is this Sunday March 14th, from 8:00am till
????

All you folks from the 640 repeater are cordially invited to attend. I
didn't know if you were aware of this swapmeet. I know it will be a
busy weekend with your picnic and Chesters, but please consider
attending or at least let others know about it.

Subject: Interesting Ad for Free Radio Equipment

Free Ham Radio Gear.... I hadn't been on the ham bands for many years
when I saw the ad in the newspaper For Sale Column.
I had struggled really hard to get my ham license as a teenager. But
in my adult life I got involved in other things, and the
radio gear on the bench had a fine coating of dust on it from
inactivity.

The ad said -- "Giving away Ham Radio Gear. You pick up. No charge.
Free to a good home!" Wow I thought - This sounds too
good to be true! I had just the other day thought how much fun it
would be to turn the radio on and make a few contacts both local and
worldwide.

So I called the number and a pleasant older voice answered. I made
arrangements and went over to see this gear. The radios ranged from
older tube sets to a new HF/VHF radio. I asked the ham why he didn't
want any money for the gear. He just smiled and said that he could not
use it anymore. I thought that he might be selling his house and
moving into a retirement community where they did not allow radios. I
thanked him, packed the gear in the car and rushed home to try it out.

My antenna farm was a tangled mess due to a number of frozen winter
storms without repair. So I fashioned a crude antenna from a hunk of
wire and stuck it to the back of one of the newer radios. I pushed the
"on" button, with the intent of just listening to some HF Ham
Stations, and was surprised what I heard.

There were signals there all right but not the ones I had hoped to
hear. Instead the band was full of Short Wave and Data Signals. I
turned to another band and heard the same thing. This is really weird
I thought!
Since this was one of those fancy newer HF/VHF radios, I tuned down to
the 2 meter and 440 bands looking for the local repeaters. What I
heard there were truck drivers and taxi cab companies talking to
their dispatchers, and even a local hotel chain talking to their work
crew about getting rooms ready. I thought to myself -- no wonder the
guy wanted to get rid of this equipment -- the radio only gets the
scanner channels. I'm guessing that he wanted to get rid of this
radio, because he didn't want to go to the expense of sending them
back to the manufacturers service center.

Puzzled by what I was hearing I decided to call the old ham and ask
some information on what had caused this radio to receive the local
scanner frequencies in the ham band segment. Over the phone he laughed
out loud and said, "No those are the ham bands all right -- or what
used to be the ham bands!" "What - do you mean used to be?", I asked
back.

He went on to tell me that several years ago the FCC had closed those
bands to hams due to inactivity by the ham community. Those bands are
now being used by land services and other business uses," he said.
"You mean all the ham bands were given away?", I asked. "Don't be
silly," he replied, " the FCC sold off those parcels of unused bands
to the highest bidder! They simply put out a letter to all the hams
saying that these bands were restricted to business only. And we were
to never use these bands again under penalty of thousand of dollars in
fines."

What he told me left me dumbstruck! "So let me get this straight," I
said, "you mean that the reason you gave me this equipment is because
there are no longer bands to use it on! "Yep! he said with a laugh,
"It was simply that the FCC saw all those empty ham bands as a gold
mine of potential fundraising for the government. With no one using
the bands, and a unsupportive and ineffective ham radio lobby, hams
just literally gave those bands away to be sold off!"

As I hung up the phone I thought of all the money I already had tied
up in ham radio equipment down in the basement. I had purchased both
old and new sets through the years and was quite proud of my ham radio
station. All that money wasted with nothing to do now, but monitor the
local Burger King asking if someone wanted fries with their Whopper.

A far fetched story? Not at all! Not a day goes by that you don't read
in the newspapers about the government selling off frequencies to the
highest bidder! A national radio communications magazine recently had
an article by a columnist saying his good byes as he was closing his
column after many years. Why? Well, he explained that with all the
different agencies going to trunking, the average scanner listener
could no longer listen to anything interesting on the radio. That
facts are time had passed and so had technology. Suddenly he found
himself with no one sending him emails about interesting local
frequencies that he could pass on to his readers. With all the new
systems out most of the old scanner units were as useless as our old
early day computers.

There is a moral to this story of course. Anyone who has been around
the activity for a while can see the handwriting on the wall! Have you
listened to the repeaters lately, during daytime, during drive time,
or anytime at all? Remember the days when all your friends were on the
radio just waiting to chat with you during the drive home or after
dinner? Well, those friends are no longer on the radio anymore.

Some have said it was because their old friends had moved to other
towns. Some said that their old friends got busy doing something else,
and no longer had the time to talk on the radio. Some blamed it on the
internet. While others decided that they just did not want to talk to
the new people they heard on radio. Everyone had an excuse for no
longer turning the radio on. Suddenly there was silence!

So when was the last time YOU threw out your call on the radio? When
was the last time you turned on the HF radio and enjoyed the thrill
talking to another land? I didn't say TYPING on the internet to
another land, I said TALKING on the radio to another land! When was
the last time you came to a radio club meeting, and what excuse did
you have for that? Was it because you were too busy? Was it because
you were afraid you would have to talk to "those new people" face to
face? It seems that today we all have so many excuses no longer being
active on the bands. I am sure that you have heard plenty or perhaps
made up a number of them yourself.

Well, lets look at this another way! I remember a local AM talk radio
broadcaster suggesting that we follow the money trail. Let's start
with our side! We shelled out money for books and tapes to learn the
needed information to past the license test. We shelled out good money
for the license, for the QSL cards, for the tower, the antennas, the
base radio, the mobile radio, the HT's, the new keyer, club
memberships etc. Look at all the money that you have spent on this
great hobby. Count it up and you will soon discover that you have a
lot of time and money invested in this activity.

Now lets return to the FCC looking for a way to make a buck by selling
frequencies. You know they really don't care how much you personally
have spent on radio hardware! They don't care how much time you took
to get that license. In fact your personal interests are the last
thing they are thinking about. They are only looking at all those
"empty" frequencies that they could sell to big business. Remember the
220 ham segment that was sold off to United Parcel Service a number of
years ago? It will happen again -- for the right price!

But wait you say! How about the need for ham radio during National
Emergencies? How about 911, and the twin towers, and the terrorists
who are lurking everywhere. How about the hurricanes, the tidal waves,
the tornados and the floods? Let's be honest folks -- when was the
last time that YOU participated in any of those events? If you haven't
turned on the radio in years then isn't that just another excuse. Ham
Radio is going to run out of excuses one day and suddenly YOU will be
the one giving all your equipment away. You may think this is all far
fetched, but you would be run. Remember that there are no guarantees
that the ham bands will go on forever. Especially if they are mostly
empty and there is a buck to be made.

Perhaps you would like to turn on the radio and check this out for
yourself? Simon and Garfunkel put out a record talking about "The
Sounds of Silence." This sound is not a good sound for YOU the ham
radio operator! This is the sound of the wolves at the door just
waiting to pounce on your ham bands! Oops - I meant to say on the FCC
frequencies that were your ham bands.

This is a wake up call!
Use them or lose them! Let me repeat that again so it sinks in: USE
THOSE BANDS NOW...OR LOSE THEM TOMORROW!

Now is the time to dust off those radios, to throw out your call, to
join a radio club, to support the ARRL efforts in your behalf, to do
Field Day this summer and to return to the days when you made life
long friends through a great hobby.

Or you can just leave it the way it is now. Get that newspaper ad
ready for some poor ham who hasn't been on the radio for a long time.
It will save you leaving those boat anchors out on the curb for the
trash man!

Hi all

did I have a fun time driving last night on the way home,,,,,,,,,,,,,
NOT!

I left the work QTH and headed North on I-75 and got on the hi way
heading home from Atlanta, it just
finished raining a light shower. Anyhow, I got on the hi way and was
in one side from the fast lane
got just before N.park way and the G.A Uni and there was a car
diagonal parked in the
car pull lane and another car in front of it with its hazards lights
flashing in the hard
shoulder

I'd thought maybe some one was injured or needed help so I stopped,
bearing in mind I am still in a security uniform, anyhow put my lights
on, checked out every thing and asked the guy what happened and

I went over to the car blocking the car-pull-lane and looked in to it
and saw no one , thought ok, while I dialed 911, about 2 min's later
some woman pulled up in a bronco II and told me that this car side
swiped
a 18 wheeler truck bounced of it then hit the medium and nearly hit
the bronco, I was thinking
to my self wow and no one got hurt?

Anyhow much to my thinking I went back to my truck and grabbed a flash
light put all my light's on
my car including my patrol light/becon and walked back to this
deserted car about 30 yards I
walked down the hard shoulder on I-75 flashing the flash light at
other on coming traffic in the
same lane as the parked car, trying to warn them and slow them down, a
biker saw me to
late and smacked in to the rear end of the parked car in the pull
lane, he was ok but then
as I was helping him, a car smacked into the parked car that was in
the pull lane, then
I saw out of the corner of my eye another car heading in the same path
I jumped out
of the way trying to get him to slow down but to late SMACK 3 cars and
a bike

I stood there waiting for EMS to turn up, still flashing my flash
light at yet still on coming cars, still
standing there as they hopfuly see me waving with my arms in the air
and my flash light
about 5 min's later EMS and A.p.d was on the sean I stood there and
told them
what I saw and how it happened about 15 min's later I was ok to go...

The police officer said thank you for doinging what you did you did a
good job
god knows how many people we saved last night but it must have been a
few !!!!!!!!!!!!!

This was a real event 3/30/04 @ 11:12 pm tuesday night on I-75

Hello All,
This mailing is to let some of the users of the 64 repeater know of
the changes to the repeater group website and our Echolink status...

As of last week our website domain (www.the64machine.org) was
rescinded.The guys in our group that were responsible for buying that
domain are no longer going to sponsor it due to a conflict of
interest.Also I have been told that the person responsible for adding
content to it is no longer interested in doing so. So although the 64
website is still available on the internet at the moment it will not
be there forever...I have been told that web domain companies will
allow sites to stay up for a while so someone else can buy the domain
and the site will not be lost...

There is a few people in our group that are interested in starting a
new site with a different domain name. So all is not lost. I will keep
everyone posted on what happens ...


As to our Echolink link...

The same person who has been running our website has been running our
Echolink computer and link... The computer was borrowed from Richie
Rich,KF4GAH and he needs it returned to him for another project and
the link has been shut down. Efforts are underway to replace this
computer and radio and the link should be back up in a few weeks... We
just need to find a new home for the equipment with a high speed
internet connection.

Just thought I'd pass this info along...

The U.S. Federal Communications Commission Thursday kicked off a
process that may open up more radio frequency spectrum for high-speed
wireless services in rural parts of the country.

The FCC proposed allowing unlicensed devices to operate in some or all
of a frequency band between 3650 MHz and 3700 MHz, while also seeking
comment on licensed use of the band or segmentation of the band for
both types of use, according to an FCC statement.

Wireless ISPs want to use the spectrum to economically deliver
broadband to individual customers and Internet gateways in sparsely
populated areas, the FCC said.

Either licensed or unlicensed users would have to avoid interference
with fixed satellite service (FSS) earth stations that already use
spectrum in that range, the FCC said, while noting that those earth
stations are located primarily on the east and west coasts. To prevent
interference, the unlicensed devices would have to meet a set of
requirements the agency laid out in the statement.

Among these is a requirement that unlicensed gear for fixed wireless
services would have to be professionally installed. The need for
professional installation has stymied some deployments of fixed
wireless services because of high per-installation cost, according to
Phil Redman, an analyst at Gartner.

Such fixed wireless devices also could not be set up within a
protected zone around each FSS earth station. Mobile unlicensed
devices would have to detect an FSS base station and use a
"listen-before-talk" rule to prevent interference, and also would have
to emit an identifying signal so they could be located if interference
occurred, according to the statement.

Licensed services could use technologies similar to those to prevent
interference, the FCC said.

You need to read a little closer here.... this is not 80m.. it's just below
the C-Band satellite frequencies.

N9EE ron and KG4COQ don, were talking about some kind of email coded
conversation, about emails, but weren't specific.
KD4NWL got into thier conversation asking if don was still looking for
someone with a broadband connection.

KG4YMB jumped in briefly talking to ???
KG4WLI was talking to KG4YMB about school and upgrading licenses.
they were also talking about the hooters gettogether coming up

KG4OGN was on the repeater this evening talking to DON KG4COQ,
don was telling people that he was cleaning up the shack.

WA8JSC was on earlier today, talking to KD4NWL, about emailing
eachother and johns recent DIVORCE to a woman with BIPOLAR-DISORDER
and urged JIM to never date a woman with BIPOLAR DISORDER, jim replied
he knew exactly what NWL was talking about, and apoligized for the
divorce.

you spend alot of time running people down, does that make you feel
like your a big man/woman? ham radio is alot of things to alot of
different people, your opinion is very narrow. your comment " Ham

Hello All,

It has been brought to my attention that the information I sent most
of you concerning the 64 website and the echolink connection on the 64
was not very accurate. The info I received did not reflect the entire
story and I did not know this at the time. The source of my
information did not let me know or perhaps did not know themselves the
entire story.

Thus, I am sorry for the misinformation.

From what I am being told now KE4YDH,Chris, is going to retain the
Echolink link and He is going to retain and web host the 64 website
.However, the website will have a new address.Everything should be
back to normal within a few weeks as the link equipment and website in
place.

Hope this settles everything down.

Todays users were kg4ogn, kf4rte, kg4coq, af4pa & ke4eao.

af4pa was venting about a issure with the florida national guard.
af4pa is involved in this organization. don kg4coq blamed af4pa's
frustrations on the republican party. then ke4eao got in and also made
a comment about that he agrees the republicans are to blame. af4pa
then got upset at everyone, af4pa told them this is not a political
issue it is a issue with the national guard and some people in the
organization. af4pa then advises that he is republican himself. don
then tried to make it sout like he was joking about the republican
party comment. af4pa was upset and ended the qso shortly after the
comments. don kg4coq and ron n9ee frequently make lots of comments
about the republican party, it would appears most of the users of the
repeater are members of the democratic party.

I have been in FL for over 2 years now and I have grown to love it.

over 10 years now and still love it! I also enjoy building antennas,
ham radio fellowship, VHF and UHF dx and hanging out with my
girlfriend, who is now a ham operator. Her call is KI4FJQ and her name
is Danielle. My father is also a ham as well. Yes, he was a big part
of the reason I got involved in radio. His call is KR4FL, and he can

friday may 14 some guy got onto the repeater when it was quiet. the
guy said anybody copy this radio, i would like a radio check. someone
came back and said sounds good what are you running. then the guy
said it is a radio i found in a dumpster with the antenna also. then
person on the repeater said whats your call. the guy then said i dont
have a call sign yet. then they said they you dont need to be
transmitting and we will be glad to talk to you once you have a call
sign. the station never transmitted again. this was in the morning
time. users of the repeater at this time were ke4eao ke4zuo, kf4rte
and kg4sbw

the humpday net did not go on tonight, since w4mdw has left town
nobody seems to really want to step up to the plate to take over.
dwayne ki4bbi took over a few times and only got about 3 - 5
check-ins. nobody really wants to talk to dwayne. it appears dwayne

It is very important that the world knows the most up to date stuff
about the most famous repeater in north america 146.640 n9ee.

on 5/28 & 5/29 there has been lots of discussion about the great band
opening on vhf (10, 6 and 2 meters). a station in cuba was heard in
the repeater, other stations from orlando fl and ocala fl area.
Everyone remember to get those rigs fired up and enjoy the great dx.

5/28 was the friday night net ran by don kg4coq. lots of check ins,
don kg4coq has made announcments about field coming soon, don needs
everyone to get ready to attend. don and 146.64 is still looking for a
monday net operator for the computer tech net. kd4vlx greg also had
announcements about all the tampa bay area nets and times, and greg
stressed and encouraged everyone to join into trivia net on 5/30. greg
is one of the 2 hosts.

there has been lots of recent conversation about the weather -
everybody seems to report that it is very hot out every day.

on 5/30 there will be a trivia net with kg4ymb shoen & kd4vlx greg.
greg kd4vlx still makes claims to have the most famous call in pasco
county and pasco countys weatherman. in the past kd4ghe steven known
as jeff has expressed a interest in being a 3rd host of the trivia net
and having his wife (non licensed) help him organize questions. steven
has not been heard since his offer of help. kd4ghe seems to be a CARS
guy most of the time but enjoys the 64 trivia net.

The 2nd annual 64 Repeater Group Field Day Weekend will be held on the
last weekend of June. (June 26-27,2004) Fun starts at 2:00 pm Saturday
and ends Sunday at 2:00 pm. We need Cw operators as well as Voice
operators to man the radios during the 24 hour period.

Come and enjoy this great Emergency Communications Exercise.

Needed equipment include a 10 foot step ladder and RG-8 type coax and
rope and PL259 coax connectors. We currently have all the radio
equipment we need.

Last year we had over 50 Ham operators and their families at our
event.

The 64 Field Day Weekend will be located at the new Boyce Park.

Off US 19, 1 block South of Ridge Rd.to "Bay Dr." on the West side of
US 19. Head West on Bay Dr. To the 4-Way Stop Signs.This is "Old Post
Rd.". Turn Right (South) and follow Old Post Rd. past the 8 foot
fence gate beyond the start of the dirt Road. This is Boyce Park.

Ahead of you will be a intersection to the right.Parking will be along
the side of the road .There will be no parking in front of the Field
Day Site as there is no room to park at the Site trailer.

Talk-in will be on the 146.640 Repeater.Setup of equipment will start
at 9:00 AM.We will be needing people to help in the setup as well.

This is for you people that still don't have PL tone boards in your
2/440 FM radios
I found this link that can change all that

you could even build this simple circuit into a desk mic
here's what you or a friend can do:

An Inexpensive Tone Encoder

If your local repeater has got you singing the PL tone blues, then
read on. For less than $10, an inexpensive PL tone generator can be
constructed that will bring new life into that old non-PL rig.

Figure 1 (Pease refer to enclosed picture) illustrates an easy circuit
that can be constructed with mostly Radio Shack parts on any general
purpose circuit board. The only rigid requirement is that capacitor C1
be stable over a wide temperature range. Use only Mylar, Polyester or
Metal film for capacitor C1. The frequency is determined by the
following formula:

FREQUENCY = 1/R1C1

The specified values should allow any tone between 100 to 300 Hz.
Increase R1 or add another resistor in series with R1 for lower tone
frequencies.

The output of this PL generator should be connected to the deviation
potentiometer in the transmitter circuit and not the microphone input.
(Check schematic diagram of transceiver.) If the circuit reduces the
transmitter audio, install a resister between the output of the
circuit and the transmitter. Use a value in the range of 1K to 10K
depending on what yields the best results.

The heart of the PL tone generator is the ultra stable 567 IC which is
readily available from JDR Microdevices or Ocean State Electronics.
All other parts are available at Radio Shack.

To align the frequency of the tone generator, use another transceiver
with CTCSS decode capability for the desired PL tone frequency. Attach
a dummy load to the transmitter and key down the transmitter which
turning R1. As soon as the correct frequency is obtained, the squelch
will open on the transceiver with CTCSS decode. Now adjust R4 for the
correct audio level of the tone. The tone level only needs to be loud
enough for the other receiver to decode the tone and not loud enough
for others to hear it. If the tone can be easily heard then the level
is probably too high.

State Electronics. The author will make this chip available to RASON
members for about $1 each if enough inquiries are received.

hooters this saturday and before hooters will be our field day trial
at our new location for field day. we are going to set up some
antennas and radios and discuss the field day set up. we want field
day to be very sucessful this year. we need everyone to participate
and we really need some late night owls to help durrin the night
shift.

lots of vhf openings over the last few days. be sure to enjoy some of
the great dx all this summertime humidity has to offer.

has anyone heard from ka1wbe, he loves the bug state and has not been

pete, ka1wbe has been contacted, he is planning to show up at the
field days this year.

last saturday we all went to the field day site, set up some antennas
and tried out some gear, we had a great time and it was a success. we
are all geard up for feild day now. we all had a great time looking at
hooters on saturday night, and enjoyed some wings also.

the repeater has had a few jammers every other day - some were touch
tones and some were just making noises with the mouth - what are we
going to do with you people

This is rather idiodic, to use a worldwide newsgroup to post local items
that should be hosted or sent via a dedicated list to those folks in the
Tampa area who could possibly have an interest in the subject matter.

Someone in their club should be able to set up a mailing list, and give
courtesy to the other 99.99 % of us.

2:00pm Saturday and end 2:00pm on Sunday

about Field Day.....

6 days and counting....here are some things to be thinking
about....

food, now I know this group WILL NOT STARVE and wal mart is right
there. But lets start talking about food on the nets. we will need the
basics, hotdogs, hamburgers, i believe we will have chicken as well.
buns ketchup, mustard etc...Lots of water.

remember not only will we need food for us, but also visitors, and
park people.

insect repellent- we will all need some for protection.

committee member those who are there friday, we will organize
exact meeting times on sat and sunday.

remember friday there will be study time for testing.

so far we are a 3a, pending one other station. Some people have asked
to bring a station to set up.I'd prefer that we stayed with just what
will be set up by ron, rich, bruno.One exception may be that someone
may bring a better psk 31 station than i have.

NEWINGTON, CT, Jun 15, 2004--The ARRL has weighed in on behalf of
Iowa amateur and ARRL member Jim Spencer, W0SR, of Cedar Rapids, who
has suffered severe broadband over power line (BPL) interference for
more than two months. A formal complaint to FCC Enforcement Bureau
Chief David H. Solomon calls on the Commission not only to order
Alliant Energy's BPL field trial system to shut down but to fine the
utility $10,000 for violating the Communications Act of 1934 and FCC
Part 15 rules. Alleging "ongoing harmful and willful interference to
one or more licensed radio stations," the ARRL asked Solomon to
intervene "on an emergency basis." ARRL CEO David Sumner, K1ZZ, who
signed the letter of complaint, said Alliant Energy has been aware
since March 30--the date it installed Amperion BPL equipment in
Spencer's neighborhood--that the BPL system was causing harmful
interference. While Sumner acknowledges that the utility has been
cooperative, mitigation efforts have been only marginally successful,
and the BPL system continues in operation, despite repeated requests
to eliminate the interference or shut the system down.
"It's simply unacceptable for Alliant Energy to continue to cause
interference while they're trying to solve the problem," Sumner
said. "Continuing to operate when they know they're interfering is
clearly in violation of Section 333 of the Communications Act, which
prohibits willful interference."
In late May, ARRL Midwest Division Director Wade Walstrom, W0EJ,
called on Alliant Energy to shut down its BPL system "without delay"
and not resume operation until "any and all interference issues have
been fully resolved."
Sumner's complaint to Solomon cites the Commission's own Part 15
rules prohibiting harmful interference from the operation of an
unlicensed intentional, unintentional or incidental radiator to a
licensed radio service. "If harmful interference is caused, the
radiator may not operate," the complaint says. "There is simply no
room for interpretation that would lead to such harmful interference
being permissible for any period of time--certainly not 10 weeks."
The letter of complaint summarizes and culminates a series of
exchanges and actions in an unsuccessful effort to resolve Spencer's
BPL interference. Sumner said the League got specifically involved in
Spencer's case after United Power Line Council President William R.
Moroney invited the League in mid-March to keep his organization in
the loop on any cases of BPL interference that were not being
satisfactorily addressed. Sumner said the League was delighted to
receive the request, and, when Spencer's case arose, considered it "a
good place to start."
Among other approaches, Alliant Energy has tried notching out the HF
amateur bands. After notching attempts in late May, Spencer--a
retired engineer and former Collins Radio employee--still
reported "significant levels" of BPL interference on some bands and
power line noise on 160 meter and 80 meters. Sumner says it's ironic
that, while Spencer has suffered from serious--and unresolved--power
line noise for some time, the BPL noise overall has been far worse--
by 6 to 12 dB on some bands. That's just contrary to assertions the
National Telecommunications and Information Administration made in
its recent comments in the BPL Notice of Proposed Rule Making
(see "NTIA Claims BPL Could Help Alleviate Power Line Noise". At one
point, the ARRL also requested that Alliant Energy disable its system
within a half-mile of Spencer's location and to coordinate additional
mitigation testing with him.
An Amperion contractor indicated that the notching--or "power
masking" remains a "beta procedure" as well as "somewhat labor
intensive." The contractor, Tom Luecke, indicated to Spencer in early
April that he had cranked down the BPL system's gain "a notch below
where I would like to have them" on three units closest to Spencer's
home.
Although claiming Amperion's equipment to be FCC Part 15
compliant, "We are not a radio silent technology, nor do we claim to
be," Luecke conceded. "Put another way, you can hear our signal, but
we strive not to interfere with ham operators on the ham bands." He
said his company has "a relatively good history" with ham operators
in the vicinity of BPL deployment sites. "I'd like to think that the
majority of apprehension about Amperion's technology lies in
misinformation," he added.
Sumner said UPLC representatives have made good-faith efforts to
persuade Alliant Energy to comply with the FCC rules." The League's
complaint also points out that Spencer "has cooperated fully and
patiently" with Alliant Energy's and Amperion's fruitless efforts to
eliminate the interference, which Spencer has documented extensively.
The BPL partner companies' best efforts to date notwithstanding,
Sumner said, the time had come to say enough is enough.
"The situation in Jim's case is egregious, and it's been going on for
10 weeks," he said. "If this is the best we can expect when a BPL
system causes interference, then the only answer is to prevent them
from being deployed."
The letter of complaint calls on the FCC to notify Alliant
Energy "immediately to cease operation of their BPL devices in
accordance with §15.5(c), and to follow up that notification with
a
Notice of Apparent Liability."

The 2nd annual 64 Repeater Group Field Day Weekend will be held on the
last weekend of June. (June 26-27,2004) Fun starts at 2:00 pm Saturday
and ends Sunday at 2:00 pm.

We need Cw operators as well as Voice operators to man the radios
during the 24 hour period.
Come and enjoy this great Emergency Communications Exercise.

Needed equipment include a 10 foot step ladder and PL259 coax


connectors. We currently have all the radio equipment we need.

Last year we had over 50 Ham operators and their families at our
event.

The 64 Field Day Weekend will be located at the new Boyce Park approx.
1 mile North of turn to "Hooters" .

Off US 19, 1 block South of Ridge Rd.to "Bay Dr." on the West side of
US 19. Head West on Bay Dr. To the 4-Way Stop Signs.This is "Old Post

Rd.". Turn Right (North) and follow Old Post Rd. past the 8 foot fence
gate and beyond the start of the dirt Road. This is Boyce Park.

Ahead of you will be a intersection to the right.Field Day site will
be directly ahead of you in large white office trailer and
area.Parking will be along the side of the road .There will be no


parking in front of the Field Day Site as there is no room to park at

the Site trailer except for handicapped persons with State placards.

Talk-in will be on the 146.640 Repeater.Setup of equipment will start
at 9:00 AM.We will be needing people to help in the setup as well.
