The Independent Counsel Statue in the Ethics in Government Act
expired in 1999 when liar/doper/rapist/democrat William
Jefferson Clinton was in office.
Gee, wonder why it was allowed to expire.. Ethics, Clinton,

There is nothing stopping President Trump from ordering Jeff
Sessions to fire Robert Mueller, and if he does not, firing
Mueller himself and then Jeff Sessions.

Except that the historic precedents refer to a certain 'unindicted coconspirator'.
