From my experience in riding in San Francisco it's likely that the bicyclist did go right through the stop light or sign which is so common that it is normal there. And I have YET to see a car in San Francisco that went the speed limit. They also run stop lights and roll through "free right turns" and brush by cyclists even if they have to go all the way into the bike lanes to do it. No police actions have ever been seen by me. Accidents invariably are blames on bicyclists no matter how much evidence to the contrary there is.
