Make city officials ride to work. No need to make it every day. One day a week is all it takes.
All of a sudden they will discover how dysfunctional the bicycle facilities are --if any-- and how dangerous every intersection becomes when they ride on sidewalks. But traffic will be calmed and that goes a long way toward safety.
They have the wrong approach here: Put in place a bike sharing program and then expect it to work. It doesn't. Just an anecdote: Somebody in the ghetto was riding a blue bike from the bike sharing program. I said, "Gee, that guy is daring." He obviously didn't worry about claiming ownership. A few days later the bicycle was painted in red.
