A Misleading Headline

I was leafing through the Telegraph when I saw a headline saying "Tour
of Britain being hosted in town that bans cycling"

Upon reading the article, I see that the Tour is being allowed to pass
through a pedestrian-only area. Some people who think that they are
supporting cyclists are tizzying that this is hypocritical.
