You are a thinking of a different movie. Falling Down had no DMV
scene. It is a very dark character study of a troubled man having a
psychotic break (and going on a killing spree, though I think he
only actually *kills* one person, but not for lack of trying)
because the world has pushed him a little too far, and he can't
handle it.
There are some mildly amusing (if you ignore the racist overtones -
which were quite deliberate) scenes in it, ones that certainly
resonate with anyone who has ever had to deal with the
shitheadedness of living in the big city (like trying to order
breakfast three minutes after they stop serving it, so he pulls a
machinegun out of his gym bag), but it gets dark very quickly when
he starts killing people, and it becomes very overtly clear that
he's a violent stalker.
He's a pretty sympathetic character, but still a violent psycho
over the edge (with an appropriate, and entirely believable,
ending). "I'm the bad guy?" "Yes, you're the bad guy." "How did
that happen? I did everything they told me."
This was the movie where I really started to realize how nearly
universal a truth it is that actors who are good at comedic roles
are even better at dramatic acting.
