Where can I download the Rebol 4.0 from?

I don't think a Rebol 4 exists in any releaseable form. As far as I know, there has been no formal announcement of it, just an expression of intent or desire to create a new version.

I recommend focusing working with and supporting Red (http://www.red-lang.org/) or Ren-C (https://github.com/metaeducation/ren-c and see: http://blog.hostilefork.com/). 

I could be wrong, but I do not think there will be further releases of Rebol 3 (its key internals have been reforged into Ren-C).
