Error on composer.phar Download

Someone can help me with a error:

The package is not available in a stable-enough version according to your minimum-stability setting

I have this log:

c:/php composer.phar require cboden/ratchet

 

Using version ^0.4.1 for cboden/ratchet
./composer.json has been updated

  Problem 1
    - The requested package lavarel/lavarel could not be found in any version, there may be a typo in the package name.
