rails installation

During my installation, when typing in the rails -v 4.2.0 command, I get a
Permission denied @ rb_sysopen - C:/Users/Gary/.gem/specs/ap.rubygems. 
Any ideas on what might be causing this?  Thanks.

If you want to verify the rails version then the command is rails -v

That would then return the version number. Does that make sense?
