Action View

Now that Action View has been extracted from Action Pack, is it necessary for Rails::API to depend on it? It makes sense to me that `rails-api new` should by default use `--skip-action-view`.

On the same note, wouldn't it make sense to use `--skip-sprockets` by default, too?
