Documenting Rcpp11 changes

Would appreciate if you add a NEWS file to Rcpp11.

I noticed a new version came out but the only way to discover what has changed is to clone it in git and then examine the change log, etc.

This is not really a replacement of a NEWS file, but you don't need to clone it, you can look at the diff online at https://github.com/cran/Rcpp11, more specifically https://github.com/cran/Rcpp11/commit/50a34b9ad2c0c025ec4434cc3a41c0a4cbc40974

Hi Gabor, 

I will add a NEWS file next time. The only significant change is that it works on windows against the current Rtools.
