Dictionary plug-in

I’ve updated the plug-ins database so the Dictionary plug-in won’t
appear unless you’re on a build number below 4000 (version 1.0.0). We
could probably go lower than that, but I don’t exactly where to cut it
off.

Anyway, that should prevent most people from downloading it since we
know it doesn’t work any more.
