I do not know why this is not yet but in my opinion it would be worth to release the official update guide from Debian 9 to Debian 10. More and more programs are no longer updated and are not maked for Debian 9 and are on Debian 10. If the qubes tools in Debian 10 are stable it would be worth to release official information about update process.

You may have fallen victim to off-by-one error, since newest released
debian is version 9, stretch, and there is currently no debian 10, as
you can see on their releases page https://www.debian.org/releases/

Let me ask the same question differently. I do not know why there is no guide to update the Debian 9 template to Debian Testing.

If I remember correctly, the procedure was basically the same as the guide for in-place upgrading from jessie to stretch, just replace "stretch" with "buster."
