regressions: reopen old bugs or post new ones?

Hi!

Apparently https://github.com/QubesOS/qubes-issues/issues/1754 is not fixed.

Should I open a new ticket? Or comment on the old ticket?

When commenting on the old ticket...

- Should the 'Automated announcement from builder-github' be removed?
- Should the github labels 'r3.1-fc21-stable' be removed?

...because that makes that ticket look confusing.
