terminals without X11 access?

would it be feasible to make appvm terminals that dont have gui access? does this already exist? they would be able to

1. be resized

2. respond to terminal mouse events (for tmux, vim etc)

but not able to

1. know about the clipboard

2. know about any framebuffer, except maybe the terminal character buffer for apps that do that

3. see any input events except those sent directly to it

in other words, not know of the x server.

if this would take a while, it might be better to just wait for wayland.
