There are a couple of ways, but I think the most convenient is here:

Open issues are kept for packages in testing repositories. When migrated
to stable (or superseded by a newer version), there are closed. But it's
easy enough to switch view. You can also filter using labels (for
example r4.0-dom0-stable for R4.0 packages moved to stable repository).
Each issue contains both list of changes and references to fixed issues.

Generally we publish separate announcements for security fixes. You can
find them on all the communication channels (mailing lists, website
news, social media).
