Improving pip onboarding

Just a suggestion. If there is a goal to convert more pip users
to pip contributors, then pull request feedback can be more
valuable to learn from. Providing link to previous discussions
on declined PR makes it less discouraging from sending
another PR in the future.

You could submit a PR to document this fact in .travis.yml.

That won't fix it, because it is a systematic issue with attention to
external contributions that can only be fixed at core level.

dstufft> There's been 4 or 5 other PRs that have done this same thing,
including some from myself. I don't need to have the tests run again
to know it's going to be 2x-3x slower.
