Is the pyramid tutorial missing a step?

Going through the pyramid tutorial http://pyramid-tutorials.readthedocs.org/en/latest/getting_started/pyramid_setup.html


which has

$ cd 02-hellopackage
$ python3.3 setup.py develop

first you would have to make the directory but that is obvious.
However when you are in the directory I cannot run

python3.4 setup.py develop

Because there is no setup.py

Shouldn't there be a step to pcreate so I would have a setup.py to action?

That's meta information that describes how one should work
through the tutorial. You're not supposed to actually execute
the example commands at this step. Go on to the next and
subsequent steps to actually work through the tutorial.

I jut got confused on that too, because I read it too fast.

It might be more clear if the line:

"The steps each correspond to a directory in this repo, where each step/topic/directory is a Python package."

was in it's own paragraph.
