puppetmaster loads ruby gems which significantly slows it down

as a side check for "define()'s sloooow" topic, i've shaved my rvm ruby from all gems (but passenger and gpgme used by hiera) to observe compilation times drop in half. wtf? why is puppet/ruby loading all those gems it doesn't need?

i share my rvm ruby with foreman, so i had installed some 60 gems (some in more than one version for testing) just for it. i don't expect that they should be even touched by puppetmaster process.
