Trying to update expired rbac token on version 2016.5.1 receiving error

HI all, new to puppet and today suddenly code manager started refusing updates, I found the below command on the puppet website and ran it on our puppetmaster

1. puppet-access login --service-url https://<HOSTNAME OF PUPPET ENTERPRISE CONSOLE>:4433/rbac-api --lifetime 180d

I then inputed my username and password and received the following error;

Unable to reach the RBAC server at https://<HOSTNAME OF PUPPET ENTERPRISE CONSOLE>/rbac-api/v1/auth/token due to the following error: Couldn't connect to server.
