Is there a possibility you're using remote resources via HTTP or a provider? Do particular resource applications fail? This is a pretty generic message that happens when trying to use Ruby's HTTP library to connect.

Turning on `--debug` may give more context for when this fails as well.

puppet client reports back even after this error display and same error comes under warning in foreman ENC.
