Managing System Reboots

I've submitted a proposal for managing reboots, for Windows in particular. Please review the document[1] and make comments on the associated pull request[2].

Would the reboot_pending fact return true on Unix after a newer kernel version has been installed but the system isn't rebooted yet?

If I understand the armature correctly the fact example is simply something that could be implemented at any time, but would be a helpful next step with mco's puppetral if we implement the reboot resource as described, the implementation of that fact seemed out of the scope of that armature.

Does that seem correct?
