How to become a official data provider

Hi, I work at Ministry of Culture in Brazil and I'm responsible for collect and distribute information about culture in a government program we call SNIIC (portuguese abbreviation for National System of Culture Information and Indicators). But the link about how to become a official data provider appears to be broken (http://www.google.com/support/websearch/bin/request.py?contact_type=public_data).

Anyone could help me?
