Population Y-axis

When the y-axis is set to "log scale" does it really go to 0 or does it just say "0"?  Version 1.0 log graphs always begin with an aspect problem that flattens the graph.

How is the top of the graph set (max y-value)?  How is the bottom set ("0" is the wrong answer)?  Look at the population for Santa Barbara County:  it has a range of 265k-441k.  y-max is 450k.  Good so far.

What if your algo could determine that Santa Barbara County could fit in the range 250k - 450k and scale the axis accordingly?  Add Shasta County and reset the bottom for 75k instead of most of the graph being white space.
