The "fundamental rule" of traffic: 

building new roads just makes people drive more

We've been saying this for years - that more roads don't reduce congestion. That's why we have been consistently opposing the wild spree of road widening, flyovers and new roads (particularly in the river bed and on hills).

Please see this article which shows that on widened road the traffic actually moves slightly SLOWER than before.
