Ashok,

The article contains this line:

...and making helmets mandatory for two wheelers are some of the new provisions in the proposed bill, he added.

Is this an indirect admission, that the present law is insufficient?
Or does this mean that that loopholes like exemptions in city areas etc. will be removed?
