MUC room configuration and administration

The room configuration commands have been simplified, and an implementation of user roles and affiliations now exists in master, allowing roles/affiliations to be changed, and for users to be kicked or banned from a room by those with sufficient privileges.

A page has been added to the website pre-release for 0.4.5 describing the relevant commands:
