Can i use plivo for this scenario?

I have callers coming in, they need to be authenticated with a pin number,and save recordings.

also can i use this as a regular pbx without a dialer functionality?

yes you can use this. authenticated with pin number is DTMF. and then record your voice. you can save it in mp3 or wav format.
