Load Modules Per Framework Id

I've been searching through the source and can find no way to

%test.module.bla=/path/to/module

via the new dependency management setup (dependencies.yml). How do you load a module in a specific framework id?

I've the same question.
I would like to disable the secure module when running Functional Test.

Do it programatically in the module, checking play ID == "test".
