issue with binaries 404'ing

This appears to have started yesterday afternoon and the binaries (and subsequent mirrors as well)
from the log :

App 14730 stderr:      Could not download https://oss-binaries.phusionpassenger.com/binaries/passenger/by_release/5.0.23/rubyext-ruby-2.2.4-x86_64-linux.tar.gz

Semi related, DNF commands now also seem to try to invoke these paths...

This is normal. You installed ruby 2.2.4, which was not released at the time of 5.0.23 so we don't supply precompiled packages for that.
The output you left out should mention that passenger operates normally without these downloads.

N.B. it tries to compile before downloading, that usually fails if you let passenger run with user nobody (which happens for example if your config.ru is owned by root and you don't specify --user).
