deb https://oss-binaries.phusionpassenger.com/apt/passenger xenial main

Installed:
sudo apt-get install passenger

$ ls /usr/bin/passenger_free_ruby
ls: cannot access '/usr/bin/passenger_free_ruby': No such file or directory

$ ls -l /usr/bin/ | fgrep passenger
-rwxr-xr-x 1 root   root        1535 Apr 17 12:31 passenger-config
